Gaga. You don't understand my question. If I receive the $$ from the "US government", is it taxable? Over the years, I've got more than $25,000 in scholarship fron the government, and I never paid a penny in taxes for it.
What US program gave you the money? Then never sent you paper work to file with your taxes?

FAFSA is a federal student program which gives up to $5,550 per year for up to 5 years, for qualifying students. New York State has a program known as TAP which gives another $5,000 per year, up to 5 years. I got FAFSA, and a bit of TAP and never got any letter for taxes.

FAFSA is for student aid. Which type of student aid did you receive? Grant, work-study award or government student loan?

This would apply:

If you are a candidate for a degree, you generally can exclude from income that part of the grant used for:
*Tuition and fees required for enrollment or attendance, or
*Fees, books, supplies, and equipment required for your courses.

Speak with an American accountant in Israel who helps Americans file their US tax returns. They probably have had this situation before.
