Color codes:

Air Canada: Charges a fuel surcharge for flying on their own metal.  Does not charge a fuel surcharge for flying on partner airlines.
Note: If you fly on these carriers you will pay a fuel surcharge: Adria, Air Canada, ANA, Asiana, Austrian, LOT Polish, Lufthansa, TAP Portugal, and THAI.
If you fly on these carriers you will not pay a fuel surcharge: Aegean, Air China, Air New Zealand, Avianca/TACA, Brussels, Copa, Croatia, EgyptAir, Ethiopian, SAS, Singapore, South African, Swiss, TAM, Turkish, United, and USAirways.
Air China: ???

LA (Lan) gives me €102.87 for FRA-SCL (Santiago). Id say no surcharge. Care to differ?

MA (Malev) flying BUD-TLV is £99.30. Not sure on this one, likes pretty high.

Of the ones search-able online, the only one I couldnt do is SA. If someone can find a city pair that gives a SA flight Ill check it.
The other couple of airlines are local aussie ones, dont think they make a difference, doubt anyone will fly them.

I think we can safely say that the £57.20 charge for DUB-ORD means that they don't charge a fuel surcharge on Air Lingus.

After Air Lingus left OneWorld I didn't realize they were still partners with Qantas.

The LAN charge is slightly more suspect, can you check a more simple LAN routing (YYZ-JFK or JFK-SCL) and see what that is?

YYZ-JFK it only shows AA and SCL-JFK, I can only get the return on LA, all the outbound are AA flights...

BUE is just the general term for all BA airports, like NYC.

So it looks like QF is properly categorized, as the only airline that charges a fuel surcharge only when partner airlines also charge on.
