Color codes:
Green (7 programs): Never charges a fuel surcharge on their own or partner award tickets.
Lime (2 program): Does not charge a fuel surcharge for their own or for partner flights except for when flying on select partners.

Air Canada: Charges a fuel surcharge for flying on their own metal.  Does not charge a fuel surcharge for flying on partner airlines.
Note: If you fly on these carriers you will pay a fuel surcharge: Adria, Air Canada, ANA, Asiana, Austrian, LOT Polish, Lufthansa, TAP Portugal, and THAI.
If you fly on these carriers you will not pay a fuel surcharge: Aegean, Air China, Air New Zealand, Avianca/TACA, Brussels, Copa, Croatia, EgyptAir, Ethiopian, SAS, Singapore, South African, Swiss, TAM, Turkish, United, and USAirways.
Air China: ???

OK, I just got off the phone with ANA and I had to make a booking in order to get all the info. (They do a courtesy 3 day hold on the booking before ticketing if you have the points in the account and let it expire if you dont call to confirm it- anyone named "Mike Oracle" want to buy the ticket off of me for October trip to London  ;D ;D ;D .)
The taxes/fees came out to $194.60 which is exactly (to the penny) what CO would charge for booking on Virgin Atlantic for the exact flights I checked.
Additional note; The availability I found via CO.com was available when I spoke to ANA.

When you were trying to get to TLV did you try booking on AC via ANA? Was there a fuel surcharge?
No problem.
When I booked to TLV I did not try AC because I found direct on CO and US. If you can find me an available AC itinerary I can give it a shot to see if they will show the fees online.

CO, UA, US, VS: No fuel surcharge.
AC, LH, LX, NH:  Fuel surcharge.
Anything else that you know of to add to that list?
Any pattern at all? Maybe no fuel surcharge on non-star partners?

When you get chance can you try these out? They all should have availability.

CO charges $56 for JFK-GRU, $42 for WAW-TLV and $76 for ATH-TLV, so ANA is adding some surcharge onto those tickets.

The weird thing is I thought that TAM (JJ) wasn't charging a fuel surcharge on their own award tickets.
Apparently there's really no rhyme or reason for ANA's surcharges!

According to the fare breakdown there is;

(which is the difference in cost between CO and ANA- which shouldnt be there if SK doesnt charge on their own)

The interesting thing is that the 4 airlines we've found so far that don't have the surcharge (CO,UA,US,VS) all come up with "unable to calculate taxes/fees".
All the others come up with the price and there is a fuel surcharge.
