Color codes:
Green (7 programs): Never charges a fuel surcharge on their own or partner award tickets.

Orange (21 programs): Unknown or incomplete info.

Star:
Adria: ???
Air Canada: Charges a fuel surcharge for flying on their own metal.  Does not charge a fuel surcharge for flying on partner airlines.
Note: If you fly on these carriers you will pay a fuel surcharge: Adria, Air Canada, ANA, Asiana, Austrian, LOT Polish, Lufthansa, TAP Portugal, and THAI.
If you fly on these carriers you will not pay a fuel surcharge: Aegean, Air China, Air New Zealand, Avianca/TACA, Brussels, Copa, Croatia, EgyptAir, Ethiopian, SAS, Singapore, South African, Swiss, TAM, Turkish, United, and USAirways.
Air China: ???
Air New Zealand: ??? (Does charge on own metal, unknown about partners)
ANA: Charges a fuel surcharge for their own and for partner flights except for when flying on select partners.

British Airways:Charges a fuel surcharge for their own and for partner flights except for when flying on select partners.
Note: BA charges a surcharge for travel on most partners, with the exceptions being Aer Lingus, Alaska, and LAN.  BA does not collect a fuel surcharge on AA flights that are wholly within the Western Hemisphere.

You can transfer BA Avios to Iberia to save on fuel surcharges collected on Iberia flights.

We may be on to something. NZ flying AKL-LAX is showing stars (which in all other cases meant no surcharge, I think) and AKL-SYD is showing $115 but on the fare breakdown doesn't show any surcharge.
Want to check on CO, AKL-SYD flying NZ?

What dates did you check for? $115 sounds slightly on the high side to me but I can call.

When searching Etihad, it doesn't have Fuel Surcharge as part of the price breakdown but it has a ~$200 fee under "Other".
Except AUH-ORD where it couldnt calculate.

Yea, I remember now that happened to me when trying to book my brother NY-BRU on Jet Airways. Searching on FT didnt yield any info on this.

Ill try and get it done before the new year...
Im a bit late but its not as simple as I thought it would be. Officially all the airlines listed here are supposed to be able to be booked online.
So far Ive only been able to pull up routes on AA, AY (Finnair), BA, CX (Cathay Pacific), EI (Aer Lingus) and IB (Iberia). Most of the others just say "couln't find requested itinerary".
The other annoying thing is unlike ANA you can't only search within one airline and therefore it spits out flights that Im not looking for e.g. I want to find a SA flight, JNB-ZRH gives me the IB flights and to the other locations SA fly it wont show anything.
Thirdly, I dont have another OW carrier to compare the rates and Qantas.com doesnt breakdown the charges. I think that I can safely assume that $200+ charges means that there is a fuel surcharge, right?

So, as already noted for AA there is no surcharge. AY, BA, CX and IB all do have a surcharge.
EI came up with a £57.20 charge for DUB (Dublin)-ORD. Can we safely presume that is no surcharge?
