If you have 10.2.1
I think in the US everyone has it now, no?

I found (online) a way to fix it. It should also work for all Verizon z10 and I think q10. Should be able to use hotspot even if you don't pay for it.

How?
I have a Z10 on Verizon and I am able to use my hotspot even after the 10.2.1 update. But I pay for it.
How did you get it for free?

You pay, or it uses your data?

I have an unlimited data plan. I added the hotspot feature a few months back for 10$ a month.

If you follow the instructions in the first post here on Crackberry.com you should be able to get around the hotspot restriction (i think it only works for verizon). The problem is if you are on the latest update it is very likely that the option to turn "VZW over Tethering/MHS Enttitlement" off (the main step) will be grayed out even after accessing the escreen. To fix that you have to sideload an older version of escreen and then it shouldnt be grayed out anymore. I used this one HERE which i found in a different Crackberry thread.

What do I put in the spot under smart dialing where it says area code? Can I leave it blank? I'm playing around with the settings as I had issue sending texts on Friday.

Yes, you have to go to crackberry, download the latest os, and then install Snap (which is a front for the google play store).
