It is up to you. There is some time between pulls, but remember it is a marathon and not go too quickly with applications.

This is not really a spoon feeding scenario. It really is up to you and how aggressive you want to be with applications. Just understand that with more pulls and more cards, getting approved gets harder. It may take a lot of calling to convince them to approve you.

many people apply for a lot more and a lot sooner. I just want to make sure you understand what it may take to get approved.

Doubtfull... you would need to be earning more than 2.75% worth of points/cash back... unless you need it to meet a spending threshold

Can you set up payments OUT of BB or Serve?  Maybe ask in their master threads. 
Or each month make a payment from Devora's BB/Serve to Mendy.  He deposits it into a (non-joint (extra precaution)) bank account that is set up with FACTS as auto pay for the tuition.

I looked into facts, they can not pull from bb... Needs to be a regular bank account

You can. If they will let you go that route. Most schools that use facts want automatically taken out
