Some helpful tips for eliciting answers from other members:
- Keep your question short and precise. No one wants to read a megillah.
- The more questions you ask in one post, the less likely any will be answered. People are willing to answer a question or two, but if you ask all the questions that apply to your particular issue, you're expecting to be spoonfed. Members don't like holding out the spoon, so ask accordingly.

They stopped the multiple bonuses on personal cards, but you should be able to get multiple cards.
Do you think it's a smart move to apply in the first place even though I have those other pulls on my report?

Also this would be my first Amex besides for Serve...

This is not really a spoon feeding scenario. It really is up to you and how aggressive you want to be with applications. Just understand that with more pulls and more cards, getting approved gets harder. It may take a lot of calling to convince them to approve you.

I don't want to come off discouraging.

Doubtfull... you would need to be earning more than 2.75% worth of points/cash back... unless you need it to meet a spending threshold

Tuition is paid through FACTS. Can SERVE be used without incurring the fee? Is SERVE considered a credit card? The FACTS website allows payments by credit cards (which incur the fee) or bank accounts, which I believe, are fee-free. Thanks

Can you set up payments OUT of BB or Serve?  Maybe ask in their master threads. 
Or each month make a payment from Devora's BB/Serve to Mendy.  He deposits it into a (non-joint (extra precaution)) bank account that is set up with FACTS as auto pay for the tuition.

I looked into facts, they can not pull from bb... Needs to be a regular bank account

You can. If they will let you go that route. Most schools that use facts want automatically taken out
