1 year rule is loosely enforced.

Great. And if the ticket is booked online that way I shouldn't have any problems at the airport?

Can someone confirm for me about changing dates on United Award Flights?  Are there no fees for changes if they are made within 24 hours of booking the flight? Is that true of  cancellations too? This is for a non-elite member.

Yes, provided that it's not within 7 days of departure (though in practice that is often overlooked as well).

It is within 7 days.  I am actually talking about booking for this motzei shabbas (Sat. nite).  So do I bother to try & avoid the close in booking fee and risk getting hit with change fees too?

UA doesn't have a 7 day rule

why on the phone UA will give you different flight options that do not show up online when searching even when logging in?

Not sure what just happened: I booked an award ticket from EWR-TLV in August and flew business saver (60k) on the way there and economy standard (75k) on the return home. I tacked on a one way flight to LAX scheduled for tonight but got round trip $25 from Delta for next month so I decided to change my reservation. When I changed the flight to EWR-MIA on 4/3 I saw that it would cost $50 to make the change and I would be refunded 40k miles. Then, I did the same thing for my wife's reservation and it only showed a refund of 20k miles. I kept on clicking back and reselecting my flight and then it showed a refund of 60k miles! I quickly finalized the changes and took multiple screenshots/saved the receipts. I just checked my United account and 70k miles were redeposited. I'm still not sure if this was a mistake so should I call and ask for my other 30k or lay low and be happy with what I got?

I'd lay low.

I booked a one way with a SO and a short OJ back to destination that will not be taken to complete the RT.
First 2 flights have been flown already. If I cancel now, what can I get back?

I've had similar happen to me on an added US48-Caribbean leg that I canceled after returning on transatlantic flight. Lay low and move on.
