I have money in my new paypal account and bank is not yet confirmed. Does it make sense that I would be able to send money using my paypal balance before I confirm my bank?

It has been a while, but that sounds right.  You can also send with cc, IIRC.

IME yes.

Were you able to withdraw money to a bank account with a different name? I am assuming PayPal can't see that account name and with TD I am pretty sure you can get an ACH without the names matching.

It says all over the PayPal page that the names must match, it's good to know that it works either way. The trial deposit and debit worked as well so that should be an indication as well.

I think same last name they actually allow, as it gives the option to change the 1st name when you are by the withdrawal page.

I would transfer the money to a different account where the names match however they are not allowing me to send money yet as it's a new account.
