Pre-existing public water and sewer or not.
How much foundation needs to be put down.
How much money goes to legal fees.
The quality of the house Can be better or worse.

Just those Can cost the contractor nothing or can cost him millions. So we dont actually know even if we were involved in a different development!

What's not working? Does it say it's turning on and nothing gets hot? There's a good chance that it's the ignitor. If that's not glowing then it's probably all that's broken.
 I got an over the phone estimate for $150, and instead bought a part on Amazon for $25 and fixed it myself. If you're somewhat handy you can do it yourself. Many ovens use an identical part for the Broiler so if you never use your broiler (or if you don't want to wait for the new part to come) you can just swap the broiler ignitor into the oven ignitors spot.

I'm not a professional but if that's the case I would plead not guilty / go to court and try to talk to the prosecutor and make a plea deal with him. I'm sure if you have a clean record for 24 years he would be willing to make a deal.

The oven turns on but doesn't get so hot, food is taking a long time to bake.
if it is the ignitor how much would it cost to fix it?

 I should add that I did get a ticket in howell about 2 years ago for not turning the turn signal but I pleaded guilty to a no point ticket instead
