Not necessarily. I had good experiences in both places. IIRC, the hours at the mall may be more convenient.

Philly if you have a flight within a certain number of days. You get it on the spot but may be a wait in line.

OR, pay the frum places a lot of $$$ and probably all they do is go down to Philly for you and charge you a hefty 'rush/convenience' fee.

you can get it on the spot if you have a flight within 24-48 hours in phili. took me about 6 hours total.
