Snipers are useless here IMO. They cannot shoot unless there is an active shooter killing people. They won't help for rioters or looters.

My basement floods every couple of years during really heaving rain. Rain is running down the outside stairs and filling up the drain on the bottom of the stairs then dining to the door level and seeping in. I’m not sure if I need to work on the drain or (more likely) redo the concrete leading to the basement to direct the water away. Who would be good for this kind of issue? Thanks.

Maybe do something to raise it a bit at the top of the steps to prevent it from running down?

I used to have water issues in my basement until I built a roof over my basement steps and my sump pumps have barely gone on since then.

No. When there is a real cloudburst the runoff from my neighbors  downspout as well as rainfall on the side of my house floods the lawn in between and runs down the basement steps. The walkway slopes towards the steps instead of towards the street. I’m pretty sure the drain can handle the rain falling on the steps themselves. It’s all the additional water that overwhelms it. That why I figure raising the walkway a few inches right by the steps and sloping everything away from the basement will prevent this.

I would only use someone who comes recommended based on personal experience.
Got burnt to many times by these detail shops that clean nothing and make everything shiny
