They never pay you for all the damage on the initial inspection, the body shop always finds more damage. You'd be much better off trying to negotiate some money back in advance.

Granted they are not charging insurance 5k for a 1k charge. They are charging the owner whatever insurance pays. That is not the expected practice when dealing with insurance damages. You quote the cost of repairs and if insurance pays more the owner keeps the difference.
If more things come up of course the body shop should be paid, but when the estimate triples or quadruples to match the insurance payout that's when people get upset. You can charge whatever you feel is the cost of doing the repairs but be upfront that you take everything insurance offers.

Where did you get these expectations from?

There's a reason the payout increased so much, it's because they found all that additional damage.

I've had previous experiences with car repairs and house repairs involving insurance. Could be things have changed recently, but I know several other people who are not happy. Usually insurance companies pay a higher price for repairs than the actual cost of the repair, not necessarily that they found more damage. And I was told that repairs would cost X and insurance would probably pay double that with no mention that he expects all the insurance money.

Why? They assess the damage with their adjuster and I find someone who will fix it for less. Why is that fraud? If I submit my bills that are false that would be fraud. If the insurance company pays me I can do what I want with the money.
