I'm pretty sure oats aren't actually one of the 5 types of grains either, but a) there's not a single posek in the world who would rely on that lehalacha to go against are mesora, and b) oats are highly contaminated and unless are 100% gluten free contain gluten. Eating oats products on pesach are thus a chance of real chometz.

But Rav Moshe is talking about a limud zchus for non frum women whose kids may be considered not bnei nidoh. Not about relying on this lkatchila and setting up things in such a fashion. And the others are also not to be relief on for Nashim where tevilla is doraisa. Especially where we see we are machmir so many times because of the chumra of the matter, where we don't see this attitude anywhere else, besides in Hilchos Pesach.

If people knew that the “hashgacha” on 7-11 is based on a mehalech that allows one to walk in to Subway and eat a tuna sandwich and essentially to eat oatmeal on Pesach most wouldn’t touch it. It’s a shame that consumers are so ignorant.
