What brand flour and what was the date on it?
My LOR says no sifting required if flour was produced <45 days ago or if kept in the freezer from <45 days of production. Our local supermarket buys the flour from a local facility and they post the production date of each batch.
PSA: I was never makpid to sift flour. This past Friday afternoon, after baking a batch of challos and cakes, we found numerous bugs in the remaining flour. Yesterday we bought a sifter and opened another bag of flour. Found a few more bugs.
Each time I've seen this happen it was traced back to the same stores.
Do most people who sift flour patronize a specific store?
Do most people who sift flour find insects? I know that I have heard from many who have never found anything.

Not sure what this has to do but the answer is no, most people don't find most of the time because generaly it's not an issue.That makes more sense as fwiu it's more likely to originate by the distributor who services multiple stores.

Perhaps, perhaps not. I don’t know what you are basing this on, I do know that I’ve heard this in situations where in wasn’t true
It is an experience I have seen and also was told to me by some local rabbonim.
I can’t comment on that because I don’t know the details. What I do know is that flour specifically is known to be affected by certain distributors more than others. And that certain stores are more likely to have consumers who sift flour.

We used to sift flour (now we buy pre-sifted) and in 5-7 years, we never found an insect. I don't know if this has any Halachic implications, but that's what our experience was...
It tells you that it is unlikely a miut hamatzuy, in a store/area that expects people to check for bugs
