the flavors are a Safek Chametz. Can't speak for kaj why they're not concerned. Perhaps because the flavors aside from being avidi lta'ama are batul and therefore he holds they're not asuring keilim before pesach ? Perhaps other reasons which he didn't disclose? It would need to be the actual flavor component that is chometz for it to be avid ltaama. If it is only the non-flavor ingredients (forgot the terminology for it) then it would able to be batel.
flavors contain many components that together create the flavor. You could try zeh vzeh goirem, but then it's zeh aino yachol vzeh aino yachol.
You would know better than me, but when I went to flavor factories with R Gavriel Finkel ZTL he showed us some ingredients which were simply to dilute it to make it measurable and were considered inert.
