Concession stands care about consistent taste? I don’t know about pure lard or tallow, but it seems that there are Kashrus concerns with oil in general.

Of course there are and I wouldn't eat without a hechsher of course, but if you are going to start with what can be put together to rely on lhatir, there are svaros to start with. I didn't take it through to the end to see if it stands because it is irrelevant to me.

Very likely can rely on bitul because it's nosen taam l'fgam
While regular oils or the most popular, bacon grease is somewhat popular for popcorn and has a high smoke point. Some mix ghee into the oil for a buttery taste. It’s basically a  melted type of water buffalo or cow butter mostly sourced in Asia.
Bacon grease would be an issue but highly unlikely to be used at a theme park. Ghee I guess would be subject to the no. CY butter heater.

He allows Chug Chasam Sofer Petach Tikva, which received a severe rebuke from the rabbanut for substandard practices.

I fail to see the issue. The popcorn is no worse than the nuts in Krakow, and significantly better since the machine is used exclusively for popcorn. There is a strong financial disincentive to use anything other than vegetable oil which is always kosher (e.g. in the UK or RSA) or at least almost always kosher (the NK element would be gelatin, which would again be batel). On the off chance that lard or the like was ever uaed, it would be lifgam.
Should a hashgocho give a hechsher? No. But could a consumer eat it? Should I look askance at someone who does?

Oil can be an issue. Canola, soybean, and corn oils have to be processed and are sometimes processed in the same factory that processes animal fats.

I do not know enough about the industry to determine the chances of the oil being treif. (Even if it was used once there can be a potentially be a problem of בשל לי at times.)

If the oil was processed in way that it would be נאסר then it would be חנ"ן and assur the popcorn.
