Been with USAA for a bit over a year, was the cheapest option for one car. When we got a second car they doubled our rate.

Got a quote from Geico for about half of what I'm currently paying, though they don't offer accident forgiveness immediately. I have that on my current policy.

I think it's worth the savings to forgo that, but would appreciate hearing other perspectives.
nationwide has accident forgiveness and great rates ime. Was extremely happy with Spero Insurance Agency

Insurance just kicked off for a 5 car accident payout.
New plan is close to 700 a month for 2 cars

Any ideas how to lower the rate significantly?

   Can one really be on the road with only 5k of coverage?

Yes. NJ State minimum property damage liability is $5k. The remainder should come from your uninsured/under insured coverage which IINM doesn't affect your premium.
I wonder what people who type "u" instead of "you" do with all their free time.

 And this guy comes back on the road in a couple days again to offer 5k max of damage should he hit someone again?

   So basically we have to be insured because this clown has no insurance?

 Or does this guy's premium skyrocket which basically makes it hard for him to want to drive again?

You'd be surprised at how many people are covered for just the minimum

You pay for uninsured/underinsured, but it's very cheap.

Technically you can sue him and he'll have to pay out if pocket, assuming he has any assets. The insurance company will deal with it.

Nothing against them. They're great people, but they just all happen to drive around with the most minimal insurance, if they have. While in many instances they don't even have. 

 And they tend to crash into other vehicle's quite often..
  If it's not the alcohol it's the reckless driving.

My daughter lives with her grandmother and both have their license at same address. My daughter is getting a 2015 Accord. Her grandmother will use it on occasion (once every week or two). Does she have to include her grandmother on policy? What would happen if grandmother gets accident, if she's not listed on policy? Premium is $2400 more per year.

Telemetrics is one big difference.

If you find it's cheaper good for you. I was with Liberty for both home and car for 7 straight years up until ~10 years ago. They raised my rates incessantly 10% or more at every renewal until I switched, now am with Geico. Whenever I price quote LM their rates are still absurdly high compared to Geico (more than 2x), even when I say that I'll opt in to the telemetrics program. I don't understand what their issue is. Other insurers (including progressive) have been very much in line with Geico for me, so it's specifically LM.

How much is it going to cost to repair? Is it worth the increase in premiums?
