Sorry, my numbers were off.
The policy with GEICO is for $1700 a year to insure a couple.
GEICO wants $900 to add a 19 year old girl.
It sounds high to me.
Is this normal?
I am not sure how much of an increase got approved but, Geico requested a big premium increase which is supposed to take affect on existing policy holders after dec renewal - maybe if you make any changes they can raise you earlier?

That's still cheap. And worthwhile to add her even if she won't drive, cuz it will build up her "credit", when she'll need her own policy.

To "build up her credit" you can add her to a different policy where she does not live and not have a huge increase in price (assuming that she doesn't actually need the policy here, which is not the case here).

Does it makes sense that GEICO wants $900 a year to add a 19 year old girl on the insurance plan?
The plan currently is for around $1000.
When my 17 year old got her license, my insurance doubled and they wanted an extra $2k per 6 months. I was able to shop around and knock 2/3rds off by switching to progressive. And I still plan on shopping my rate around every 5 to 6 months.

how does this help if her the "different" policy will increase?

Not if that driver doesn't live there or use your car.

But the "other" policy where you do put her on means she is living there and using their car so that other policy will increase no?

if I have a 19 year daughter and don't want to add her on to my policy due to price increase if add her to another persons policy(Sammy) wont Sammy's policy increase?

If she's living with you and using your car she has has to be on your policy. If she is not living with you and not using your car, many insurance carriers will allow you to add her to your policy without really costing you, and this can bring down the price a lot when you actually have to add her.

She lives with you. You can't do insurance fraud.

Did anyone else get a  Supplemental Spousal letter from your insurance company?
Do you know what it means?
Small people talk about other people.
Average people talk about things
BIG PEOPLE TALK ABOUT IDEAS.
