Try Plymouth Rock. I got more coverage and benefits for less than I paid for Progressive.

Afaf:

Car was parked in lakewood and someone sideswiped him, didnt leave any note or anything, doesnt seem that there are cameras.

1) does filing a police report affect insurance rates?
2) can he fill out police report if he doesnt dont have other car’s info? Can’t find anywhere to specify what happened in the report.
3) if he goes through insurance to fix it, will that raise his rates?

If he doesn't know anything about the other car, what's the point of the report? The rates will go up if there is no one else to take the responsibility, depending on  how much it was etc.
But I'm not in the insurance business, just based on experience.

I am told that insurance only goes up if they make a payout

This should be covered under your uninsured motorist coverage if you get a police report as a hit and run. Under this coverage you are subject to your deductible but it DOES NOT affect the cost of coverage.
