If I already got prg airline credit, then upgraded to plat. and downgrade again all within one calendar year, can I get the prg airline credit again ?

I get this when trying to select my airline for the Airline Fee Credit
"We’re sorry.
We're unable to process your airline selection at this time. Either your log-in information was incorrect or your Card account is not eligible for this benefit."
it's a BGR, why wouldn't it be eligible?

The prg has an airline credit, the bgr doesn't

I get my airline credit by buying mileage flights on Southwest with companion pass. That's $5.60*2 for each flight so takes 9 flights per year to get the full $100 credit. I guess Platinum would be double that
