Very simple by PGGM the ticket needs to be cancel by the next midnight and tha not enough time that the charge should post and call up Chase to get the credit and than cancel. Kapitch?!

Nobody who did a pggm properly was unsuccessful.

Book a delta nonrefundable flight shortly after midnight.
Buy the EC seats with your ritz card shortly after. Cancel the flight 45 hours later. You should have a big window of time that the EC charges posted but not the refund. Call chase and say you spent $300 on seat upgrades.
Who don't you book the EC together when you book the ticket?
Do you use a separate CC to buy the actual ticket?
