Can an Amex closure + approval be done in one call reliably when at the 4 card limit?

I called recon and after some initial questions, the call was transferred to a "Special...<blank>" department that closed one of my cards and approved me on the spot. I am trying to get the same done for the second card in the MBM, but cannot get back to this phantom department. They are just giving me the standard "customer service needs to close the account" which makes you close the account before reconsidering the application.

I tried "Special Handling" but they don't do this. Is it reproducible, or just a fluke?
I remember when a coke was a nickel, and you could buy VRs in OD.

Any updates?  My Delta Gold Business came out of a 5 day freeze yesterday, I called Recon today (because they're closed on Sunday) got a guy not in the US (Philippines?) who told me it was sent today to underwriting. Wait and see.  HUCAd a different #, same story but this guy said should have a decision today, he'll give me a call back.

It seems to me Amex Recon is all in India with no one who actually has the ability to do anything.  Has anyone had recent experience otherwise?

The Indian that I got told me he will Go speak to his friend
To see what he could do. came back telling me his friend is working on approving the delta platinum that was a day after applying and the delta gold was approved instantly. Was trying to push the other 2 apps he said will take 3 days and he will call me back which he never did.

I have had Amex Recon (India) resubmit my Everyday app to underwriting 3 times and it came back denied 3 times.  It seems my EX FICO is 694.  Any point having them resubmit it again?  Any other strategy to try?

2 payment I made to amex were declined by my bank. (Some kind of security freeze)
The payments were not due yet. Will this have any affect on my relationship with amex?
(I already had a returned payment a few months ago, but then it went through on 2nd try. Although due to that, they declined a CLI)
