What do people do when they need a car seat for the car rental on their trip? Check it? on Board? are there fees? Any other ideas?

YYMV depending on the airline.
Some airlines allow it for free if you're flying with a baby.
Most airlines will allow you to bring it onboard if there's an empty seat.

Jet blue denied to allow me to bring the carseat on board for hours (of a really long delay) and only acquiesced when I offered the gate agent a bag of chips which I had gotten from my food vouchers
