How long to wait to re-apply for Amex card after being shut down?

I have a friend that both he and his wife had a American Express blue card, plus he also had a Starwood business card. They always paid on time, but sometime over a year ago Amex did a financial review on them and closed down all 3 accounts. Can he already re-apply for any American Express card, or how long does he need to wait?

If they went and closed his accounts, what reasoning can I tell why friend why suddenly he will be approved by them?

A year passed, so he can for sure give it a shot, I would even try after 6 month.

i got shut down for not having a tax return to keep the cards opened, waited over 6 months, reaplied, and got a letter requesting the same info all over again for the same info they requested the first time! its not over. i then went ahead and paid $57 to get them the original form requested from the irs sent directly to them + a letter from my accountant, and after all that they still refused me a card, saying that there was not enough income reported! (it was only 9k reported!)

I'm not trying to learn gemara here. But was it mashma to you that had you been in postion to report say 20-30k, and sent them the info to back that up (the tax documents) that you would've been approved?
  Am I correct to assume that they origionally shut you down because claimed to have a far greater income than 9k, similar to what I suppose happened to my friend?
