Orbitz vs Delta fully refundable?

Someone I know needs to book a flight just for the the reservation email and then cancel. The flight is a one way from YYZ to PHL. What's the better option.  Orbitz or Delta?

delta
its simpler to go thru the company and not an intermediate

delta has the info about cancelling within 24 hrs on their site

If he just needs an email, he can take an old email and change text via inspect element to have it say any date you want...

Do I need to choose the "Flex Rate"? And even that has the following condition: "A fee may be required to refund or change some refundable fares."
Otherwise it seems to be not refundable at all...

Yes, one is lying currently. The other is lying prospectively.

As I said, not much of a difference.

You call it 'lying prospectively' and I call it 'using the  system' or 'taking advantage of a loophole'. Its the grey area. But correct me if I'm wrong in Hilchos sheker theres a difference between lying actively and suppressing the truth when there isn't a 'nafko mina' in the end game. Maybe we should move this discussion over to 'Is this ethical'
