United Award Ticket Questions

When cancelling an award ticket and paying the $150 fee will I get back the $75+taxes it cost me to book the flight within 21 days?

I don't really book much on United. So here's the Q:
I just booked a ticket yesterday from Cle - LGA for 10k and $2.50 taxes one way
Now I'm trying to by another ticket and it says taxes are $77.50.
When is it 2.50 and when more?

so for the ticket above i did this and i just did it now on another ticket and it worked (this time after a HUCA)

i booked in 21 days and called to change dates and it worked...no expedite fee!

exactly and i booked after 21 days so was no fee and then called and changed and they didnt ask for the fee. the first rep did but second didnt. same with last ticker i did.
and i used a GC on the ticket that had $10 on it.

It is closed but the UA systems having been having some funny issues the past few days.
