It's all the salt. Different cities use different chemicals.
The salt definitely has to do with it, but the bulk of it is from the water seeping between the cracks freezing, thereby busting the pavement.
The storm that made the most potholes in Lakewood was the last small storm when it snowed a bit and got really warm then freezing and earn again. That storm they didn't even use salt.
