When C&P's is More Expensive...

This is a little warped way of looking at things. However,

St Regis Doha is a Category 6 new hotel which seems to have lots of C&P's availability.

Its quite rare for a Cat 6 to have C&P availability so it would seem to be a good value at 8,000 points and $150.

But look at the rate, 1,140.00 QAR   =   $313.021

Valuing SPG @ 2.2, 8000 = $176+$150 =    $326.00

I'm sure there's more examples, just came across this one.

And even if you value them at ¢ 2.0 you may still come out ahead once you factor in the points you are making

Cat 1 like the LM Dead Sea is acceptable as well

I found the Westin Ka'anapali Ocean Resort Villas in Maui for 329 a night or C&P at 8k + 150 a night. Pretty much same story as is a category 6 like Dan mentioned.

260 is the non refundable rate which I would not be able to do at this point

good point I thought that Sukkos ended on the 7th but it seems your right. This is gonna be tough because I have a completely free ticket there in biz, but the week after sukkos works out the best for me,

It could be that its so cheap due to being so new.

Haven't seen much about it. Couple of reviews on TA saying its not quite yet up to SR standards.
