0% Premier Qualifying

I am in the process of booking a multi destination trip - NYC-BOG and PTY-NYC

The return flight from Panama is on Copa Airlines - a Star Alliance member

On Uniteds website, it says that leg of the itinerary will earn me 2200 award miles and 0% Premier Qualifying miles.

Why would I not earn premier qualifying miles on this itinerary?  Is there another way to book this flight so I WILL earn those premier qualifying miles?

Look on United.com>MileagePlus>Earning miles for the Copa booking codes, see if any of them earn PQM. If some do, take the lowest one, and when u search for flights on united.com enter that letter in the 'search for a spacific booking class' box.
