Hebrew Software Support - IT Question

I have a program that is supposed to run in hebrew, and when I run it (I only have hebrew keyboard installed) I get characters like these - "ראשון, ט"ז תשרי תרס"ו" in the whole program. Is there any way to make it work in hebrew on Win7?

What program is it? Did you try Googleing it?
