I think it's only the week that Tisha Beav falls out on that they don't eat meat. So this year they're in the same boat as Ashkenazim, being that Tisha Be'av is this Shabbos, they don't eat meat the whole week.
But most years (when there is a Shabbos in middle of the 9 days) they can eat meat the first part of the 9 days, until after shabbos.
Correct. By Sefardim, there's no such thing as '9 days' (I think), it's only Shavuah Shechal Bo. Shaving, meat, showers etc. Sometimes it's a whole week like this year, and sometimes it's just a day or 2 (when Tisha B'av is toward the beginning of the week.
I've heard of Litvishe poskim saying that if you need to shave for parnassa, you can shave during the 3 weeks, and just not shave during shavuah shechal bo.
