Sharing SYNCING Outlook Calendars online

The background:
I am a big fan of Outlook Calendars for one simple reason - it tracks Hebrew dates from year to year.
Meaning, you can enter an event for a Hebrew date, and each year you will get a reminder on the appropriate Hebrew date, not the English one.
As far as I know, Outlook is the only major calendar tool that offers this.

I have a number of different calendars in outlook that I would like to share (with varying levels of permission) online. [I.e. between my mobile devices, as well as to family and friends etc.]
I do not want to share a calendar snapshot, rather, I would like to share it in a way that it will be synced with viewers as updates are made.
Any advice how this can be done with MS Outlook 2013?
MS Outlook 2013 has a "publish online>Publish to WebDav server" option, but I am not familar with WebDav.
Is there an easy, cheap (i.e. free) and secure way of doing this?

I dont know much about this, but have you looked at microsoft outlook email online,- ie hotmail, outlook mail? It has a upload calendar feature, maybe its shareable...

It has a subscribe feature, but it requires the calendar to be available as a URL.
So my question is how to get this done? How do I make my Outlook calendar available as a URL?

It looks like you can upload a "calendar" file from your computer...

A calendar file creates a "snapshot" of my calendar as is at the moment in which I make the calendar file. But as my calendar is updated and changed in MS Outlook, this is not reflected elsewhere unless I redo the process again and again.

I am looking for an option that will automatically keep the calendar in sync, across all users and devices.
