As an Avis PC member I got matched to Hertz PC. I am not sure What National Executive will get you.

For Avis its called Presidents Club, you get with the United Club card. If you have no status anywhere else I am not sure if there ia away for you to get Hertz Presidents Circle level without a ton of rentals per years.
The status match process can take up to 48 hours, usually it takes at least over one night for them to get back to you. The fact that you said you not matzliach after less then 45 min tell me you didn't email them, or have no status anywhere else, and this may be just a waste of time for you.
