Try again and say it was just over 90 days and they should reconsider for a loyal chase customer. Worked for me

Do I have to wait between closing an Ink card and then reapplying? I cant seem to find any 1 year language on the app...

Don't have to close it it reapply. Many would strongly recommend not closing it. Downgrade it to an ink cash if you want.

when u downgrade to ink cash does the cash back cap restart? Can one upgrade from ink cash to ink plus

You don't need to downgrade . Apply for another ink under a different business . Yes one can upgrade

Anyone have recent success getting retention bonus on Ink Plus?  I'm only being offered a downgrade to Ink Cash.  (I have a CSP personal so I can always x-fer points there.)

CMIIAW you can downgrade and then upgrade back of you need to transfer.
