I booked for me and my wife. Each ticket by itself was less than $250 but together it was over that. Sent an SM to AMEX asking if I could get the travelocity twitter credit even though it's two charges and they just sent back that they credited my account with the $50! Thanks OP

Is Travelocity governed by the DOT? 

I mean, i'm not sure, is it like Travelocity is the purchaser, who then sells to us? In that case, it's just like if WE were to cancel it. All we'd have is a claim against Travelocity, not DL.

I still havent my money back from them.
It shows that i can get a refund from DL for 199$, is that something to consider?

according to this quote it says any seller which i would interpret to include sites like travelocity

Section 399.88(a) states that it is an unfair and deceptive practice for any seller of scheduled air
transportation within, to, or from the United States, or of a tour or tour component that includes scheduled air
transportation within, to, or from the United States, to increase the price of that air transportation to a
consumer after the air transportation has been purchased by the consumer, except in the case of a
government-imposed tax or fee and only if the passenger is advised of a possible increase before purchasing
a ticket.  A purchase occurs when the full amount agreed upon has been paid by the consumer.

I also received the letter. It makes sense that they will wait a couple of days to cancel it to allow you to contact them as contemplated by the letter.

They are entirely within the terms of the promotion which explicitly states that if terms are violated, Travelocity can cancel the ticket or charge your credit card the full value of the promotion. Here, several of the terms were violated. The code was not to be posted on a public website; it was to be used only by those who obtained the code at the conference; and it was not to be used on multiple bookings.

I'll wait and see what happens to my bookings.

DoT takes complaints about booking sites as well.
As will your state's attorney general and the BBB.

Nowhere did it say during the booking process that you had to attend a convention to use the code.
