How do airlines calculate 2 cabin classes?

It's well famous that on United you'll get any 2 cabin flight at a business rate.

Aeroplan used to calculate that as First, but recently I've seen bundles of 2 cabin classes pricing at business rates online (while on the phone, they couldn't gove me the same flights at business rates). Am I the only one to notice this?

Anybody here is familiar how US Airways calculates United's 2 cabin flights?
