No, not really. I don't think it depends on the post office. Certain classes of mail that are dropped off in bulk are not postmarked. Stamped first class mail does get postmarked. If you drop off a stamped letter at a post office counter, they may not stamp a postmark on the stamp in front of you, but it gets postmarked as it goes through the system.
