I Booked A Y ticket with a child on United fromEWR to TLV so I paid the 10% of the My ticket, whats if I would want to upgrade to J would they also charge more for infant?

Should be 10% of the fare for the class you are flying in.

Try and see what happens. They may not realize, or it may automatically make the price higher.
