 someone told me they flew on lufthansa business using united mileage from europe to lax and back from lax to tlv and when they bought the infant tickets for both ways,  they were only charged 10% of the coach fare. they called up more then once and kept getting priced on 1o% of the coach fare even though they were flying business

Keep in mind, taxes are full price, and the 10% is of base fare. I booked a $400 ticket with DL and paid $90 for a lap child. The only thing you can do is wait in hopes the price drops, or pay the current price.
Thanks. Spoke to supervisor who was able to apply $100 voucher and with all the tax came out to around original price (maybe even a little less)

Are there any DPs on this with various airlines (international travel)?

Has anyone tried travelling with an infant in basic economy on Delta? I plan to purchase a seat for my daughter, but I understand seat assignments are not available even for cardholders.

Side note, does Delta require car seats to be in the window?

There was enough room to "maneuver" around the kid seat?

Generally, car seats cannot block aisle access.

The window seat is the preferred location for an approved child safety seat (child restraint system or car seat). Other locations may be acceptable provided the seat is not installed between other passengers and the aisle. An accompanying adult must sit next to the child. More than one car seat may be in use in the same row and section of seats. Per FAA regulations, children under 2 years of age are not allowed to sit in a seat equipped with an airbag seat belt.
When using a child safety seat, don’t select seats in the following areas:

Aisle seats
Emergency exit rows
Any seat one row forward or one row back from an emergency exit row
Bulkhead seats when the safety seat is a combination car seat and stroller
Flatbed seats in the Delta One™ area of the following aircraft: Airbus A330-200 or A330-300; Boeing 777, 767 or 747 aircraft*
*Child Safety Seats are not permitted in this area since the airbag seat belt cannot be deactivated.

@username

Does this mean that Delta will allow me to chose my seat with my infant or stick me to the back because I have basic economy?

What do you mean with "maneuver"?

I meant "move around the seat in a pinch".  Most of the time, my car seats block any passage between the window and aisle.  Probably because I am using rear-facing.
