Signing up for a credit card, and giving the points to someone else?

Is it possible to sign up for the Amex Hilton or Starwood card, and to enter the spg or Hilton number of a person that you want to give the points to as a gift?

Doubtful, but for SPG why not just transfer the points afterward?
