do you want to be able to use an American Ip address and Israeli Ip address address there are apps/  websites that will do this for around 5 or 10 $ a month (I have seen an app from the England iTunes store that is amazing but i think it was taken down) there are free ways but can be slow and filled with viruses and hackers the best way if you want is to create your own site/HTTP that will give you access to a server you can rent from to change your ip any time you want hope this helps
