Cholov Yisroel:
If you go onto Kosher Panama Website you can search for Cholov Yisroel by entering Jalav Israel in the search, just be aware if the site lists Jalav Israel and Lacteo in the description, the establishment may have both CY and non-CY so be aware and double check with the staff.
SuperKosher also had a nice selection of CY breakfast/snack/frozen items available.

There is a local chalav yisroel that isn't up to everyone's standards. It isn't up to Chabad as they use a lower kasherimg temperature than the alter rebbe holds.
This is what local chabad down there told me. Don't hold me to any of it please.


Synagogue:

The Jewish community in Panama is mainly in Panama City in the Punta Paitilla area.
You must bring your passport with you to enter the shuls. You can bring your passport over during the week if you are not staying in the eruv. They will make a copy of your passport.

Sinagoga Beth El – Orthodox, Ashkenazi. After Shabbat morning services, they have a full sit down Kiddush lunch.
They also serve breakfast after weekday shacharit.

If you going for shabbos then definitely jw marriott or even better residence inn by Marriott, as its only 4 min walk to chabad and its very nice too

hilton for us was a bust on shabbis. lights went off and were triggered by the door, they came in and said they fixed it then went off again and we were stuck for whole shabbos but at least we had a massive room

Yes residence inn by Marriott has rooms on 5th floor and there is steps accessible without automatic doors.

For your door u put a piece of tape on the hole on door post so door doesn't lock and hang paper "please dont disturb" on outside handle so housekeeping doesn't enter room

If you walk up the stairs the first 4 floors are very tall (probably like 8 floors in reality) but 5 and up are normal.

Yes residence inn by Marriott has rooms on 5th floor and there is steps accessible without automatic doors.

Panama City doesn't have any (good) beaches within the city proper.
You can fly to Bocas del Toro (1 hr flight) where you can find cheap overwater bungalows, and Chabad can arrange food to your hotel/resort.

its workable but the Residence inn by Marriott is more Shabbos Friendly IMO. If you go from other side there is no electric automatic doors to get to the steps

I arrived 8pm and it only took a few minutes to leave airport (I didn't check any luggage)
I left 930 on a Sunday night and it took 5 minutes to get through security
