These are some nice hotels that are around that distance of a shul.
Shevet Ahim - Intercontinental
Bet Max Ve Sarah - JW Marriott
Chabad - Residence Inn
Ahavat Sion/Beth El - Plaza Paitilla Inn (probably not in the same category as the others)

You probably pick up some more choices if you expand it to 10-15 minute walk.

The Hilton is about a 10 minute walk to both Shevet Ahim and Ahavat Sion

No, we had a great time in August, rain is not more than few hours a day and not bad. Also august is part of whale season and I loved seeing them up close.

Anyone had an experience where arriving 30 min before (at 7am) was not enough time to get on the ferry?

Look at the zmanim. I think generally the ones that list a separate zman for maariv (Chabad, Beth El) learn in between, and the ones that don't (Bet Max VeSarah, Shevet Ahim) daven back to back. Ahavat Sion has both (they have 2 massive shuls in the building/campus, one has a shiur in between and the other davens back to back). I only went to Ahavat Sion and Beth El, so I can only confirm those 2.

They have told Go Kosher Panama that they will be CY soon. Need to ask when you are there to see if they meet your standards of CY.
