ETA: Not a fair answer. I answered that off the cuff because it's my type of thing to do. Netanya and Zichron Yaakov are both on water, have chareidi eateries and communities, and are much more organically on the way and in the middle of the trip. For a kid that doesn't like long rides, these may be better options.

It really depends how you go.
If you take the 90, then yes Tiverya, if you take the 6 then Haifa.

The 6 is the most direct route up North just costs some money...

If you dont mind a 30 minute detour (total) the best zoo in Israel is located in Kiryat Motzkin called Hai Park. It is a fantastic place for toddlers and there are a ton of kosher (even mehadrin) places to stop for pizza.

Bet Shearim Jewish Necropolis on the way.
It is something completely different to what is usually seen in israel.
Can be very short if you only go into the caves and skip the longer walks.

Small fee, around 20 shekel. Well worth it.

No reservation needed for the main part, it’s a self guided walk on a trail with a pamphlet that has all the info you need.

On the way in to the park, there are ruins of a house and Shul behind it, and some say that this was the home and Shul of R’ Yehuda Hanassi while he lived there with the Sanhedrin.

That is a matter of great debate as there is another R Yehuda in Tzipori, and we know that he died there, but that might be his grandson. The mishpacha article has more detail on that.

However be warned, in the summer its one of the hottest places in Israel.
