i went to Gavna (dairy) in the Gush Etzion area over sukkos. Very nice food, and a great view (mainly blocked by sukkah).
I'd give it a 8, but need at least one more visit to know for sure.

my family just went down to the Alpaca farm next to mitzpe ramon.
The kids loved it, and there were other animals as well.
its around halfway down to eilat, so a nice resting point

I'd think of North as Haifa/Rosh Hanikra/Tiverya/Tzfas, etc.

My updated list of recommendations and ratings: (if you wondering why they all scored so high, it's because its all the places I recommend, duh)

Town area
9 Grill Bar- really extremely awesome israeli food. Nothing like the pargiot skewers (R' Machpoud)
7 Rimon Bistro- a classic place any tourist would enjoy (R' Machpoud)
10 Gabriel - (meat) IMO, the top restaurant around (BBY) (there's also a dairy branch next door, but not on the same level)
7 HaSalatiya- a salad-only place on hillel (Rabbanut mehadrin), for 30 nis you get to customize a salad
8 Noya pretty good meat restaurant although a bit pricey (Rabbanut mehadrin)

Mamilla
7 The Spaghetti's rabbanut mehadrin pretty good dairy food, I recommend if Greg's is packed
9.5 Gregs - Possibly my favorite dairy restaurant ever. rabbanut mehadrin
9.5 Luciana's- The food is delicious, and very interesting dishes. A bit pricey. Rabbanut mehadrin.

Ramat Eshkol
9 Waffle Bar (Rubin), so delicious and so much fun food.

Givat Shaul
7.5 Cafe Cafe BBY good dairy food
9 Burgers Bar rubin

Somehow I feel like if I subtract 2 stars from all of those I'll probably get close to a scale I'd use when comparing them to US restaurants  ;)

1. I left out all the restaurants that I hate.
2. A 10 in my scale means it's from the best (kosher) food in the country, obviously subjective

Interesting opinion.  Personally I grade food against everywhere else worldwide.
Otherwise the numbers become meaningless.  I mean I can call Chabad of Thailand a 10, but that's just because it's the only option.

I don't like that approach. Why compare my food to China when I have thousands of comparisons right here?
Using your approach, I would have to log millions of miles before my scale becomes scientific.

And when I fly to China, I won't forget to bring my world scale with me  ;)
