I hear that.  But then no one will go out to a restaurant if these places are getting compared to restaurant in NYC or others around the world with such low ratings.

Americans won't eat out when going to IL because places are given 4s, 5s, and 6s? I doubt that.  It would just set better expectations.

My updated list of recommendations and ratings: (if you wondering why they all scored so high, it's because its all the places I recommend, duh)

Town area

7 Rimon Bistro- a classic place any tourist would enjoy (R' Machpoud)
i would give it a 8.5
10 Gabriel - (meat) IMO, the top restaurant around (BBY) (there's also a dairy branch next door, but not on the same level)
+1 the best in jerusalem
Dairy also 9

8 Noya pretty good meat restaurant although a bit pricey (Rabbanut mehadrin)
+1 not so pricey if you take business meal.
Mamilla
7 The Spaghetti's rabbanut mehadrin pretty good dairy food, I recommend if Greg's is packed
9.5 Gregs - Possibly my favorite dairy restaurant ever. rabbanut mehadrin
don't think so amazing just as good as spaghettis
9.5 Luciana's- The food is delicious, and very interesting dishes. A bit pricey. Rabbanut mehadrin.

Ramat Eshkol
9 Waffle Bar (Rubin), so delicious and so much fun food.
+1 great food and the name says it all amazing waffles

9 Hallo Teiman- hands down best shwarma

On our first night,  we ate at Hallo Teiman- great call.  That place was recommended by everyone I asked.

The next night,  we ate at Greg's- another awesome experience. We showed up at 9:30pm.  I asked the waiter for the most popular item on the menu,  and he told me to get the breakfast special! I never ate breakfast at 9:45pm but this was not a normal breakfast.  It was HUMONGOUS! very filling and a Great deal at under 60 shekel. They brought out so many dishes it was crazy.

2=Very bad food/service.
3=Mediocre at best. And that's being generous.

5=Edible, nothing to write home about.
6=A very satisfying meal.
7=A very good meal, definitely worth returning.
8=An excellent meal in nearly every way.
9=An outstanding, world class meal.
10=A perfect, out of this world experience.

Never seen a small portion there. Every salad comes with (free) foccacia.
Never finished my food, and I actually enjoy it.

I think this whole idea of rating restaurants is inciting everyone. Maybe we should keep it more objective?

Dan its a great chart in theory. But it can't be done worldwide.  When i ask u to rate the subway in cle u should compare it to the rest if the places in cle.  When i went to LA for the first time everyone said go to Jeff's its a 10. Is that a 10 against the world?! No its a 10 against the rest of la. I haven't gone to Paris (yet) or Venice (or wherever AJK is) etc and eaten in those places. I would even say most of us haven't eaten in half those places.
