At Kikar Belz, bottom of shamgar, there is a makolet.  There's a lady (sometimes her husband) there that makes them on the spot.  Best. Sufganiyot. Ever.

Checked out the place by Belz, though it's not the makolet it's the candy/takeout place "Heimish Migdanim".

For an Israeli 'Sufganiya' it's definitely from the best I've had and it was fresh, but even Nechama's are good fresh (which was possible back in the day)

Personally, I think Moishy's has the best jelly donut (and it's American style). For a custard donut, Moishy's are quite good (definitely the best custard) but I'd get the small one's over the large ones. Brooklyn Bakery tends to overstuff them and they are very good. I especially like the choc.custard, only available Chanuka time. They also have a nice variety, including (real) strawberry frosting, toasted coconut and cinnamon twists.

Brooklyn has donuts all year, some varieties only Chanuka time. Moishy's only on Chanuka proper. Everywhere else, from Motzai Shmini Atzeres until the last day of Chanuka.
