It's not a joke, I didn't make a visa for the first four years I was in israel, after many warnings that they'd refuse me re-entry I arrived back on a LY flight from Poland and the b***h at immigration threw a fit and sent me to the familiar room in the back at which point they informed me I was being sent back to Poland on the next flight.
Initially I thought it was a scare tactic, but they picked up my luggage and searched it, put me in a secure room, after two hours I saw they were going to deport me & i had enough, called a friend who called an MK & was immediately released,
I then made a visa asap.

The point is if you're gonna be in israel long enough it's not worth the hassle not to make a visa although I realize it can be a real pita dealing with the misrad hapnim
I don't think such a thing happens on a daily accurance. I believe it cost them a lot of money to send you back from where you came from. I think that in your case that it was 4 years is very different then people that are doing just a few months or even a year. Just my opinion.

if its a few months dont worry (my friend's father is israeli they told him he can only have a visa for 6 months then become a citizen he is overstaying without issues)

Depends where you are and what you are up to.
But I once enjoyed going to the first train station "תחנת רכבת הראשונה" in Jerusalem and rented there electric bikes and drove down the trail for 2 hours.
Is it safe to do the bike path?

actually my understanding is that the airline foots the cost if a country denies somebody entry.

There are Rabbis saying not to go to the kosel and not to go anywhere unnecessary.
