I'm not so sure about that because you legally have to have that insurance to rent
It's happened. By law regardless of how long you are in the country, if the insurance company can prove you live here you're not covered unless you have an Israeli license. This applies to both rentals and privately owned cars.

What does 'live here' mean?
How can they prove?

When there is $20k on the line they will work it out
According to phone rep, only if your last exit from the country was less than a year ago.

I've heard it from a few places including insurance agents. Egert Cohen says you have to be out of the country for 3 months during the year for you to be able to use a foreign license. https://www.egertcohen.co.il/tips/Foreignlicense%20.asp

So these laws apply to every time you rent a car?
Does using Chase help (as it covers only cdw and not liability)?

About a year and a half ago, one of the avreichim in our kollel said his friend rented a car with only a US license. He totaled the car and the insurance company refused to pay the claim leaving him with the bill. He took them to court and lost, he was even refused a refund for what he paid for the insurance.

What about if I have a bill but I haven't been in the country since September
When I spoke with Egert & Cohen (my insurance agent) they said even if you're out for 3 months but they can prove you've been living here, you still may be up a creek.

After looking into it and speaking with a bunch of people, I finally bit the bullet and got myself an Israeli license. Though I still only give my US license if I'm renting a car.

Something about that he was defrauding them by pretending to be legally able to drive.

how does that help if according to the rental agreement they only have your US license?

Yea because they are not required to investigate every person that takes out rental insurance, but they do have the right to not pay out if the person was not legally allowed to drive.
