How hard and costly is an Israeli license?
Is it another test?

If you're transferring from a foreign license then you have to take one lesson and a modified test, mine was like 5 minutes long. From what I hear it could be difficult, don't know myself as I used a guy that had a 100% pass rate  ;). Unfortunately he has since shut down that operation. I don't remember the cost, sorry.

It uses up to 16 amps.  The only way to tell exactly is to buy an amp meter and access the wire going to the dud.  What do you actually need to know?

Thanx.
Need to know if a switch that is max 10amp will work (or be safe) for a dud.

Thanx.
Need to know if a switch that is max 10amp will work (or be safe) for a dud.
So most dud elements pull about 2000W.  2000W / 220V = 9 amps.  A 10 amp switch should work, but would not be considered safe.  If someone who is more knowledgeable than me disagrees, please correct me.

Are you trying to replace a dud switch with a regular light switch?  I can think of some other reasons why that's not the best idea.

A dud switch is safer because is switches both the live and the neutral.  This also prevents a wiring error causing someone servicing the dud to get electrocuted.  A dud switch lights up when it's on, making it less likely to get left on.
